Approximately 70 trucks carrying Ukrainian goods have been stopped at the Russian Krasnoye checkpoint on the border with Belarus as of 9 a.m. on July 8 in their attempt at transit across Russia, Ukrainian Economic Development and Trade Deputy Minister, Trade Representative Natalia Mykolska told the press.

About 20 trucks belong to Ukrainian transport companies, 40-50 are owned by Kazakh transport companies, and another 10 are operated by transport companies from other states, mostly Belarus and Poland, she said.

According to Mykolska, about 30 train cars carrying Ukrainian goods have been stopped on the Russian border, as well. Two train cars have already been re-routed by sea, she said.

The State Fiscal Service of Ukraine will explain options for registering the cargo in case of its possible re-import by Ukraine, she said.

An order issued by Russian President Vladimir Putin on January 1, 2016, prescribed that international motor and rail cargo transit from the territory of Ukraine to the territory of Kazakhstan across Russian territory should be done only from the territory of Belarus “on condition of the use of identification means (seals), including those based on GLONASS global navigation satellite technology, in cargo bays (compartments) of vehicles and rolling stock, lodgments, containers and other places where goods are or may be located, and on condition of availability of registration cards of drivers of those vehicles.”

On July 1, Putin added new provisions to his order, which applied its provisions to Kazakhstan and Kyrgyzstan. A temporary ban has been imposed on motor and rail transportation of goods on which Russia levies import customs duties at non-zero rates established by the Eurasian Economic Union (EAEU) unified customs tariff and goods from the list of agricultural products, raw materials and food approved by the Russian government.

The Russian government is entitled to permit motor and rail transportation of individual goods of the kind at the request of the Kazakh or Kyrgyz government on condition of compliance with the procedure for such transportation.
