The Economic Development and Trade Ministry of Ukraine has published a draft procedure for the selection of energy efficiency projects to obtain state support with funds of the state target program on energy efficiency and the development of alternative energy production for 2010-2015.

According to the draft, the projects include ones for the installation of thermal pumps, electric thermal receivers for heat and water supply, the switching of boilers to renewable fuel and installation of cogeneration units.

The document has clear criteria for the assessment of the projects. In particular, for various types of projects, the level of energy consumption reduction, the replacement of mineral resources, emissions reduction, the terms of their realization and payback periods of the projects will be assessed.

Projects can be submitted by the Council of Ministers of Crimea, and regional, Kyiv and Sevastopol administrations, who are customers of the project realization.

It is expected that the commission that will select the projects will include three representatives of the State Agency for Energy Efficiency and Energy Saving, one representative from each of the Economic Development and Trade Ministry, the Regional Development, Construction and Housing and Unities Ministry, the Technical Thermal Physics Institute and the Renewable Energy Institute of the Ukrainian Academy of Sciences.

The agency’s head, Mykola Pashkevych, said earlier that for the realization of energy saving projects this year, Hr 910 million would be allocated from the national budget, Hr 2 billion from local budgets, and Hr 27.97 billion from other sources.
