The Income and Tax Ministry of Ukraine has warned the heads of customs agencies that they will be held personally responsible for delays in the customs clearance of grain cargos, the press service of the ministry has reported.

The press service said that a relaxed procedure for customs clearance of grain is in effect in the country.

“Today, grain is exported according to a standard procedure. It is
not required to present any quality certificates, origin certificates,
or contracts approved at exchanges during grain exports. Only the
passing of biosecurity and radiological controls is monitored during the
customs clearance of grain,” reads the press release.

The ministry said that it is ready to cooperate with the Chamber of
Commerce and Industry of Ukraine and market players in facilitating the
issuing of origin certificates, which are required by importing
countries.

As reported, Ukrainian Prime Minister Mykola Azarov on August 7, 2013
instructed the Ministry of Economic Development and Trade, the Income
and Tax Ministry, the Infrastructure Ministry and the Ministry of
Agricultural Policy and Food to develop in a week a mechanism to
simplify logistics and reduce costs on the grain market, and submit it
to the government for consideration.

Earlier the interagency working group of the Economic Development and
Trade Ministry of Ukraine for logistics expenses and increasing the
efficiency of grain exports in the 2013/14 agricultural year agreed a
schedule of measures aimed at the optimization of logistics expenses.
