Mobile operators JSC Kyivstar and Astelit Ltd (the life:) trademark) have signed an agreement on the interconnection of their networks, Kyivstar's press service told Interfax-Ukraine.

According to the information, agreements were signed between Astelit and all legal entities forming Vimpelcom Ltd. (JSC Kyivstar, CJSC Ukrainian Radio Systems and Golden Telecom Ltd.).

Astelit’s press service confirmed the statement.

The companies did not disclose the commercial provisions of the contracts.

In June Kyivstar announced that Astelit Ltd (the life:) trademark) had blocked access for subscribers of Golden Telecom Ltd. Astelit, however, denied this.

In spring 2011 the two large operators filed claims against Astelit on settling disputes linked to the signing of agreements on interconnection. Astelit filed a counter-claim.

On May 27 and May 31 the court issued rulings ordering the signing of agreements on interconnection using asymmetric interconnection fees, satisfying Astelit’s claims.

The operators said that the issue of interconnection requires state regulation.

The National Communications Regulatory Commission (NCRC) at a meeting on June 2 approved the basis of a procedure for determining which operators have significant market power (SMP), which will allow it to regulate the interconnection network market in the future.
