Serhiy Kliuyev has acquired Tantalit Ltd. (Kyiv), which leases 127 hectares of land and owns some property on the territory of the Mezhyhirya zone near Kyiv, for Hr 146 million, without the debt the company has on its balance sheet.

“The value of the contract is Hr 146 million. This is paid for with the company’s shares,” he said at a briefing at Interfax-Ukraine on Tuesday.

“The company has its own balance sheet. It has a large bill payable on the balance, which exceeds the acquisition sum by several times. Managers will study and conduct an audit of the debt: in some places we will be able to replace, in some places get a discount, and in some places I will have to give my personal guarantees. Thus, in the near term the final figure will be determined,” Kliuyev said.

He said that he sent own funds to sign the deal and borrowed some funds. He plans to return the funds invested via the sale of houses.

The lawmaker said that at present, all property on the balance sheet of Tantalit is being audited in detail, and later a technical audit will be conducted. After the audit a decision on how to develop the project with the working name “Novi Petrivtsi” will be made: to continue a strategy of the previous owner or to adjust it in line with best global experience.

Kliuyev said that he bought Tantalit from former lawmaker and Donetsk businessman Ihor Humeniuk, who is currently developing a similar project on the Novoobukhivska highway.

“I really did submit documents [to the Antimonopoly Committee of Ukraine] to buy 100% of Tantalit. This year the situation is the following: the previous shareholder Humeniuk decided to leave the project and I made the decision to join it. On August 22, I signed a contract, submitted the document and expect that I will receive the permit from the Antimonopoly Committee and finalize the deal,” he said.

Kliuyev also said that he has known the project since 2007 and he helped to structure it.

He said that the acquisition of land and property near residence of Ukrainian President Viktor Yanukovych is a good investment.

He also said that before the signing of the contract he met the president, whom he has known for many years. Yanukovych did not oppose the deal.

Kliuyev also said that the rent rate paid every year by the presidential administration for leasing the offices of the head of state could remain the same, but it could be revised, taking into account economic factors.

“If the presidential administration has a desire to lease something – with pleasure – my managers will agree this, not me as a shareholder. There were no questions. Viktor Fedorovych lives on his territory and he uses public roads,” he added.

Kliuyev said that after the completion of the deal the project would be sent to his managers.

According to the state register, Tantalit LLC had 99% of the company on its balance sheet and 1% of the company was in ownership of an individual.

Earlier a source in the Antimonopoly Committee of Ukraine told Interfax-Ukraine that Kliuyev asked the committee to give him a permit to buy 100% of corporate rights in Tantalit LLC.
