The Belarusian State Security Committee has confirmed that the terror attack in Minsk was staged by a mentally incompetent person.

"One of the theories we announced yesterday proved right: there are people who are unhealthy, not only mentally, but also in their ambitions," KGB chief Vadim Zaitsev said at a briefing in Minsk on Wednesday.

It is possible that there are people who ordered this crime, he said.

The perpetrators had two accomplices, he said. At the same time, "it is too soon to talk about their direct involvement," he said.

Zaitsev also dismissed reports that indicated he was instructed by the president to question opposition leaders on the subject of their possible involvement.

"The president did not say that. The president spoke about those who violate the rules of conduct, who commit acts of terrorism, whether they are politicians or not," Zaitsev said.

According to the latest reports, the explosion at the Oktyabrskaya subway station in Minsk on April 11 killed 12 people and injured more than 190, including three Russians. Investigators have launched a criminal case on terrorism charges.
