Domodedovo Airport says its ultimate beneficiary is Dmitry Kamenshchik.

"The enterprise carrying out airport activities at Domodedovo in accordance with national-form certificates and licenses is in the Russian jurisdiction, and its ultimate owner is Russian Federation citizen Dmitry Kamenshchik," a company statement says.

Domodedovo considers the requirement for participants in land infrastructure projects to disclose their ultimate owners to be fair. This is necessary because the “country’s leadership plans to invest a significant amount in developing the Moscow aviation hub,” the statement says.

The Economic Development Ministry compiled a draft federal law on the disclosure of information about the beneficiaries of companies owning especially vital transport infrastructure (the document was published Wednesday on a portal for information on federal draft legislation).

“The draft law introduces the concept of beneficiary owner and establishes a certain set of mandatory disclosures of data on the ownership structure of such companies.” The draft law requires information to be disclosed about a company and its beneficiary – both on a current basis and at the request of a company or authorized body. The list of especially vital transport infrastructure facilities will include international airports.

Failure to comply with the federal law will lead to restrictions of the individual or company’s voting rights at shareholder meetings.

“Not complying with the requirements of this federal law will be punishable under criminal law and Russian legislation on administrative offences,” the document says. The Federal Security Service will have the right to determine beneficiaries. The Federal Security Service will have the right to conduct operational searches and evidence found can be used in court.

Fines are proposed, ranging from 40,000 to 50,000 rubles for individuals, and from 300,000 to 500,000 rubles for companies. The draft bill was drafted under instructions the government issued on March 6 2013.

Domodedovo is the largest transport infrastructure facility that did not disclose information about its majority owners. The market considered Kamenshchik and Valery Kogan to be the airport’s owners. Ahead of its planned IPO in 2011, with regulatory bodies often complaining about lack of transparency, Domodedovo announced that the sole owner of the airport holding company – DME Ltd was Kamenshchik. Later, Kamenshchik himself, when questioned in a criminal case on failure to comply with aviation safety requirements, said there was no sole owner.

“The airport complex comprises many companies – and the different companies have different owners,” Kamenshchik was cited as saying.
