You're reading: New York Times: Putin outlines seven-point plan for Ukraine ceasefire

President Vladimir Putin of Russia listed seven steps on Sept. 3 that he said were necessary for a ceasefire in the conflict in eastern Ukraine. Mr. Putin said he and the president of Ukraine, Petro O. Poroshenko, had a similar understanding about what was needed, and he urged Ukraine and the pro-Russian separatists in the east to reach a settlement at talks scheduled for Sept. 5 in Belarus.
