The Cabinet of Ministers of Ukraine has expanded the list of goods, imports of which to the customs territory of Ukraine and/or movement via the territory of Ukraine by passing or internal transit is carried out with the obligatory presentation of the guarantee of paying customs duties to the customs agencies.

According to cabinet resolution No. 879 of December 4, 2013, the list
of the said goods was extended by 27 items, including fodder; benzene;
crude oil and raw fuel received from bituminous rock; pharmaceutical
products, perfumes and cosmetics, chemical weed-killers and fertilizers,
chemical products.

The list was also expanded with internal-combustion engines; air or
vacuum pumps, air or other gas compressors and fans; centrifuges,
including centrifugal dryers, agricultural and garden machinery,
tractors, etc.

The resolution says that for internal-combustion engines, oil and
fuel, the guaranteeing of payment of customs duties is obligatory during
internal transit, while for pharmaceutical products only for passing
transit.

According to the document, the financial guarantees are not given if
goods are humanitarian aid, aid cargo (for example, for liquidation of
consequences of a disaster); armed forces’ cargo; cargo imported as
international technical aid or as investment and imported by diplomatic
institutions.

In addition to the resolution, the government also approved the
minimum ratio between the cost of Ukrainian and foreign foods for
certain categories of goods that are processed outside the customs
territory of Ukraine.

The ratio is 80 percent for animal and plant products; fats and vegetable
oil; finished foodstuff; alcohol and soft drinks and vinegar; tobacco
and its substitutes; plastic, polymer materials and products made of
them; paper and cardboard, products from pulp; printed output. The same
ratio is set for products made of copper, nickel and aluminum; scrap
lead, zinc and tin. The ratio of 90 percent is set for scrap titanium.
