Ukrainian Parliamentary Speaker Volodymyr Lytvyn has said that the ratification of Kharkiv accords was a desperate measure.

"The decision to ratify Kharkiv agreements extending the term of lease of the Ukrainian base for the Black Sea Fleet by Russia for 25 years was a desperate decision, we had no other choice," the Chairman of the Verkhovna Rada said in an interview with Channel 5.

According to him, any protests and rallies against Kharkiv agreements are irrelevant.

"They should have gone out into the streets and held rallies when the gas contracts were signed in 2009, and when the agreement on cooperation in gas sector with Russia was terminated in 2005," he said.
