Volodymyr Lytvyn, the head of the Ukrainian Verkhovna Rada national security and defense committee and a former Rada speaker, believes Ukrainian society cannot be calmed down using force.

“The state of emergency could as well be declared today, but how can
the problem be resolved and society calmed down? I think this is
impossible to do through using force,” Lytvyn said. “Both parties need
to understand their responsibility,” Lytvyn’s press service quoted him
as saying.

Great responsibility rests now with the opposition leaders, Lytvyn
said. “They should understand that, when we destroy the country or
divide it, then it won’t make any sense to compete for top positions in
this country,” he said.

“It also takes great skill to keep large masses of people in hand,” Lytvyn said.
