The signed Minsk protocol does not legitimize the self-proclaimed Donetsk and Luhansk people's republics, the Ukrainian Foreign Ministry said.

“The fact that this protocol has been signed does not legitimize these entities in any way,” Foreign Ministry spokesman Yevhen Perebyinis said at a press briefing on Sept. 9.

The protocol makes no mention of the so-called Luhansk or Donetsk people’s republics, while the document itself is based on the Ukrainian president’s peace plan with the observance of the principles of territorial integrity and sovereignty of Ukraine, he said.

Perebyinis also said that work is underway to draw up a roadmap that would list concrete steps to implement all points of the Minsk protocol.
