Minsk - The set of measures adopted by the leaders of Russia, Germany, France and Ukraine in the Belarusian capital Minsk on Feb. 12 proposes removal of criminal liability of those involved in fighting in certain parts of Ukraine's Donetsk and Luhansk regions.

An explanatory note to the document says that under the law granting special “self-rule” status to individual districts of the Donetsk and Luhansk regions, those involved in events that took place in certain parts of the Donetsk and Luhansk regions should not be subject to criminal prosecution or discrimination.

In addition to that, the set of measures permits the establishment of volunteer police units with the consent of the local authorities in order to maintain public order in these districts.
