MOSCOW — The government of President Viktor F. Yanukovich of Ukraine said Friday that it planned to bring murder charges against his political rival, the jailed former prime minister, Yulia V. Tymoshenko, in connection with the 1996 assassination of a member of Parliament.

The charges, which carry a potential sentence of life in prison if she
is convicted, are the gravest accusations yet in a series of criminal
prosecutions that Western governments have denounced as politically
motivated and that Ms. Tymoshenko is fighting in the European Court of Human Rights.
