The Verkhovna Rada, Ukraine's parliament, plans to introduce licensing for the activity of human tissue and cell banks.

The Ukrainian parliament passed at first reading a draft law on amendments to Article 9 of the law on licensing of certain kinds of economic activity, on the activity of banks of human tissue and cells. A total of 343 out of 428 MPS registered in the hall supported at first reading a relevant draft law.

The draft law envisages that all economic entities, as well as private persons, entrepreneurs, who carry out activity on rendering services of procurement, processing, packaging, storage and distribution of human tissue and cells, are to receive a license within a year from the moment of registration of a relevant form of economic activity.

The aim of the draft law is to regulate the activity in rendering services in the procurement, processing, packaging, storage and distribution of human tissue and cells and establish state monitoring over this activity to prevent and stop violations of the rights, freedoms and legal interests of private entities, as well as ensure biological security in the country, preserve its genetic diversity, and prevent the spread of infectious and genetic disease.
