President of the Supreme Court of Ukraine Yaroslav Romaniuk has said that he has a negative attitude to the total reshuffle of the judicial manpower in Ukraine.

“I have a completely negative attitude towards a complete reshuffle of the judicial manpower and a cardinal re-attestation,” Romaniuk said at a press conference in Kyiv on Monday.

However, talking about re-qualification, he stressed: “If the society has some doubts, than we must accept this challenge and to run through the attestation for the society to get assured that the level of the qualification of the Ukrainian judges is rather high.”

Besides, Romaniuk said that he realizes that following the examination, a definite number of the judges won’t pass the test in terms of their qualification requirements or criteria of human decency.

He reminded that since February 17 the judges will undergo assessment in Ukraine under the law “On judicial system and a status of judges.”

“On February 17, there would be a primary assessment of the judges by the High Qualification Commission of the Judges of Ukraine and it will concern first of all those judges, who submitted applications for lifetime election on the post of the judge,” he said.

Also, explaining his position about the total change of the judicial manpower, president of the Supreme Court draw attention to the aim, which is been purposed by this: “to punish them” or even a higher purpose.

“How long do they [newly-appointed judges] will be white and ‘without spot or wrinkle’…to my mind these calls – to dismiss everybody – is a fair populism meant to promote political rating, but not a state approach towards a real essence of the problem,” Romaniuk said.
