The authorities and law enforcement agencies in Sevastopol are working as usual, prosecutors are checking the decisions made by the local self-government, a spokesperson for the Sevastopol Prosecutor's Office said.

“As part of the aforesaid supervisory function, Sevastopol
prosecutors are checking all the decisions that were made by the local
self-government and executive authorities,” the spokesperson said.

In particular, they are checking “the reports about an agency for
vital public services being formed under a decision made at an
extraordinary session of the Sevastopol City Council on February 24,
2014, prosecutors said.

Prosecutors are also checking whether the formation of a special
municipal unit of the Berkut riot police is consistent with the
Ukrainian laws regarding the police, self-governments and public
organizations.

The checks will result in “recommendations to bring the aforesaid
decisions in line with the current legal standards,” the spokesperson
said.

On February 23 Russian businessman Alexei Chaly was elected at a
rally as chairman of an executive committee, a body which did not exist
in Sevastopol before, and then became chairman of the coordination
council in charge of organizing the agency for vital public services.

Currently, Sevastopol has a city council and a city state
administration. The bill on city-hero Sevastopol has not been passed yet
and is still in Verkhovna Rada.
