You're reading: Rada registers bill to consider state budget 2013 by new parliament

The Verkhovna Rada has registered a draft resolution according to which the newly elected parliament is to consider the draft state budget for 2013.

The initiator of the draft resolution to cancel the decision of the Verkhovna Rada of December 4, 2012 to adopt the draft resolution “On the peculiarities of the procedure for the consideration and adoption of the bill on the state budget of Ukraine for 2013,” was MP Iryna Heraschenko, who entered the parliament of the seventh convocation on the list of the UDAR Party of Vitali Klitschko.

The draft resolution proposes to cancel decision of Verkhovna Rada as of December 4 on the adoption of the draft resolution on the consideration and adoption of the draft state budget for 2013.

Heraschenko said the earlier decision was taken in violation of the procedure for adopting laws and resolutions foreseen under Article 9 of the Constitution of Ukraine, the press service of the UDAR Party reported.

Heraschenko also said that the Cabinet of Ministers did not observe regulations according to which the government draft law on state budget of Ukraine for the next year should be given to MPs at least four days before its presentation in parliament. The draft was submitted on December 3, and presented on December 4. MPs received copies of the draft budget in the morning of December 4, the MP said.

Moreover, the earlier resolution proposes to adopt the state budget for 2013 without consideration at three readings, which is also a violation of regulations, Heraschenko said. She also drew attention to other violations of the Constitution and parliament regulations, as some MPs did not vote personally (their colleagues voted using their voting cards), and there was not the necessary number of MPs present to take the decisions.

The UDAR Party said that other opposition parties would join this initiative and would support it in parliament. “It’s necessary to urgently stop this profanity called ‘the consideration of the budget’ and leave this question for the new parliament, for consideration by the new membership of the parliament,” UDAR said.
