The Ukrainian president, Petro Poroshenko, announced on Sept. 3 that he and Russian president, Vladimir Putin, have agreed to a ceasefire in eastern Ukraine. However, a spokesman for Putin apparently denied any such deal had been made, as "Russia is not a party to the conflict".
