Former Ukrainian Prime Minister Yulia Tymoshenko has said that a return to the 2004 Constitution with the current parliament will not bring positive changes.

“The new Constitution with the parliamentary-presidential system should be introduced only together with the holding of honest next or early parliamentary election. Then one should wait for positive changes,” she said in an interview with the Dzerkalo Tyzhnia Ukraine weekly posted on its Web site.

“If we leave this oligarchic, clannish and corrupted parliament, especially with a majoritarian voting system, which totally controlled by shadow money, and added the 2004 Constitution, Yanukovych’d better stay president,” Tymoshenko said.

She said that the parliamentary system should be based on the honest parliamentary election system.

“Amendments to the Constitution which envisage the reinforcement of parliamentary power should be passed together with the new parliamentary election system, which will make impossible political corruption,” she said.

The Baktivschyna Party leader also said that in the present situation the Constitution should not be changed, as the two sides of the process have plans on the changes to the fundamental law as far apart as the poles.
