Ukraine's Finance Ministry has approved all formalities to launch the "one face to the customer" approach at customs offices from August 1, as was planned earlier, Finance Minister Oleksandr Danyliuk has said.

“The “one face to the customer” approach will significantly facilitate and accelerate customs procedures. This would mitigate doing business,” he wrote on his Facebook page.

Amendments are outlined in order No. 657 dated July 25 posted on the ministry’s website. The order also approved a list of places where goods can pass customs clearance and where the information exchange procedure between customs agencies and other public agencies using the “one face to the customer” approach is used, as well as a list of border checkpoints having complexes that automatically monitor movement of radioactive substances and nuclear materials.

The minister said that the launch of the mechanism considerably accelerates foreign economic transactions: supervision agencies would have only four hours to make decision – if the decision is not made, the “silence is consent” principle would apply – the system automatically confirms authorization.

In addition, supervision agencies will have few opportunities for manipulations.

The minister said system will introduce photo and video recording of customs clearance. It also provides for mobile groups and a coordination center to supervise the customs offices, as well as introducing automatic distribution of customs declarations.
