 Russia has breached terms of bilateral agreements concerning the number of Russian Black Sea Fleet servicemen deployed in Ukraine, the Ukrainian Foreign Ministry said.

“The statement made by Russian Permanent Representative to the United Nations Vitaly
Churkin  at the UN Security Council session about Russia’s right to
amass up to 25,000 servicemen within its Black Sea Fleet is not true,”
Ukrainian Foreign Ministry Information Policy Department Director Yevhen
Perebyinis told Interfax-Ukraine.

The existent bilateral agreements set the maximum number of Russian
servicemen deployed in Ukraine at 25,000 but only 1,987 of them can be
marines and ground-based naval aviation personnel, the Ukrainian
diplomat noted.

“Currently, the number of marines and ground-based naval aviation personnel significantly exceeds that number,” Perebyinis said.

He noted that any enlargement of the number of servicemen and any
movements, including those of Russian Black Sea Fleet vehicles, must be
approved by Ukraine.
