The Venice Commission analyzed the laws of Ukraine “On judiciary and status of judges” and “On changes in some laws regarding misuse of appeals,” UNIAN reports.

In her comments, Ukraine member of the Venice Commission Maryna Stavnichuk said this, “Unfortunately, I have to admit that the Ukrainian authorities, despite warnings from Europe, demonstrated haste in endorsing the laws which resulted in the low quality of legal reforms.”

The VC, Stavnichuk went on, praised certain positive changes on the way to harmonizing the Ukrainian judicial system with the European one. However, the overall estimate of the new legislation does not allow to say that the reform fully meets the European standards, Stavnichuk said.

Stavnichuk is convinced that Pres Yanukovych was sincere in his efforts to implement the reform of judiciary and courts. “However, those [in his entourage] entrusted with the drafting the reform apparently had other considerations,” Stavnichuk said.

Suffice it to take a look at the VC conclusions about the examined law on judicial system and status of judges to see its low quality, with merely four of the law’s provisions getting a passing grade and thirty a failing grade of European law experts, Stavnichuk concluded.

Ukrainian lawmakers should implement all the recommendations of the Venice Commission to better their legislation, Maryna Stavnichuk summed up.
