Ukraine was prepared to offer a level of autonomy to its eastern regions April 17 in exchange for Russia’s agreement to withdraw its troops from the Ukrainian border and end its efforts to destabilize the east. That pledge, to be made at diplomatic talks here aimed at calming the increasingly volatile Ukrainian situation, was accompanied by a U.S. warning of more economic sanctions against Russia if it does not stand down.
