Prime Minister of Ukraine Arseniy Yatsenyuk has urged the political elites in eastern Ukraine to take an active part in the process of amending Ukraine's Constitution.

“Those political elites that represent eastern Ukraine will hopefully be the most active in the process of amending the constitution and preservation of Ukraine as a single, unitary and integral country,” he said during the session of parliamentary constitutional commission in Kyiv on April 14.

The PM said that when carrying out the regional local government
reform, the Ukrainian authorities would protect the rights of the ethnic
minorities, including people speaking Russian, and the rights of each
territorial entity.

“Unfortunately, those terrorists in the east of Ukraine today haven’t
come out for the rights of the citizens of Donetsk, Luhansk or any
other region. They have come out with the single goal to split the
country and Ukrainian statehood,” he added.

Yatseniuk has urged all the political forces to unite in order to
adopt the amendments to the Constitution, Budget and Tax Codes, transfer
the authority to the regions, cut and reduce the influence of the
central government on local self-governments.

According to PM, new Tax Code must be developed in 2014 and adopted
in 2015 so that in 2016, there will be an opportunity to drastically
change the tax system, decrease the number of taxes and give regional
government agencies the right to administer the taxes collected in the
areas.
