Taken on April 6, pro-Russian secessionists have barricaded the Donetsk Oblast Administration building. They have declared a People's Republic of Donetsk and want to hold a referendum on sovereignty by May 11. Authorities said they would continue an anti-terrorist operation in the region as the separatists rejected the April 17 Geneva accord, under which they have to disarm and free buildings in exchange for an amnesty.

 In light of the failure of Ukraine’s 25th Dnipropetrovsk Parachute brigade to hold and secure the Kramatorsk airfield in Donetsk Oblast on April 17, the State Security Service announced on April 18 that the nation’s policing agencies, including the State Auto Inspection, have intensified other security operations.
