At the same time, she noted that Ukraine still has time to do "everything right."
She recalled that when Ukraine joined the Council of Europe it made a series of commitments that have not yet been fulfilled.
"That's why we're here," she said, referring to the visit by the PACE Monitoring Committee co-rapporteurs to Ukraine.
In addition, Pourbaix-Lundin expressed hope that the changes that will take place in Ukraine within two to three months will be important for the promotion of democracy in Ukraine and will contribute to changing the mentality of Ukrainians.
She said that PACE would present a full report on Ukraine in 2013.
According to Pourbaix-Lundin, the interim report of the Monitoring Committee, which will be presented at the PACE session in January, deals with the criminal proceedings against former officials and the legal system reform.
