Ukrainian President Viktor Yanukovych on September 23 signed a law "On administrative services", according to which state bodies have to provide administrative services in electronic form.

According to the report from the State Service for Regulatory Policy and Entrepreneurship Development, the law foresees conditions for the introduction of centers for providing administrative services and changes the form of relations between the authorities and citizens.

In particular, the document contains a list of administrative services, requirements for their provision, requirements for the documents necessary to receive state services, the price of services, definite terms for the provision of administrative services, and a list of reasons for refusing to provide services.

The law also bans the provision of other paid services by the authorities, bans the delegation of powers to other business entities to provide administrative services, or demands for documents or information the entities that provide administrative services already have, or which they could get independently.
