Ukraine could be sitting on large gas deposits that would make it a potential Gulf state on Europe’s doorstep says the democracy foundation People First. However successive administrations have failed to break the country’s dependency on Russian gas imports. For Ukraine to transform itself into a net exporter of energy, it needs foreign investment, best achieved through democratic structures with a predictable commercial environment with workable contracts protected by the rule of law and an independent judiciary.
