Kyiv raises utility tariffs for commercial enterprises
The Kyiv municipal administration has raised utility tariffs for commercial enterprises by factors of 1.08-95 from Dec. 1.

This is stated in directives issued by the Kyiv municipal administration, texts of which Ukrainian News obtained.

These directives state that the Kyiv municipal administration's Oct. 30 directives that raised utility tariffs by 8.4-73 percent for state-financed organizations and by factors of 3.6-10 for commercial enterprises from Dec. 1 are no longer valid.

The new directives also provide for dividing all commercial enterprises into four categories.

The first category consists of creative associations, philanthropic organizations, schools, kindergartens, museums, libraries, and bakeries.

The heating tariff for this category rose by Hr 3.23 per square meter or 1.6-fold to Hr 8.61 per square meter of heated area during the heating season; the charge for supply of cold water and removal of sewage rose by Hr 2.06 per cubic meter or 1.73-fold to Hr 4.88 per cubic meter; the charge for supply of hot water and removal of sewage rose by Hr 9.29 per cubic meter or 1.62-fold to Hr 24.18 per cubic meter.

The second category, in which the municipal administration previously included 16 types of commercial and other enterprises, has been reduced through exclusion of the Presidential Secretariat, the Cabinet of Ministers, the parliament, the Kyiv Mayor's Office, and government ministries from it.

The municipal administration also excluded business centers, offices of construction companies, banks, insurance companies, financial companies, private notarial offices, supermarkets, hypermarkets, and shopping centers from the second category.

Thus, the second category now consists of offices casinos, nightclubs, strip bars, offices of political parties, exchanges, pawnshops, estate agencies, weapons shops, antiquity shops, jewelry shops, operators of mobile telephones, currency exchange bureaus, 3-, 4-, and 5-star hotels, automobile showrooms, and estimators.

The tariffs for this category rose 9.5-fold: the heating tariff rose by Hr 45.76 to Hr 51.14 per square meter of heated area during the heating season; the charge for supply of hot water and removal of sewage rose by Hr 140.88 to Hr 157.45 per cubic meter; the charge for supply of cold water by He 38.26 to Hr 42.76 per cubic meter.

The third category consists of state-financed organizations.

The heating tariff for this category rose by Hr 3.23 per square meter or 1.6-fold to UAH 8.61 per square meter of heated area during the heating season; the charge for supply of cold water and removal of sewage rose by Hr 0.38 per cubic meter or 1.08-fold to Hr 4.88 per cubic meter; the charge for supply of hot water and removal of sewage rose by Hr 8.81 per cubic meter or 1.57-fold to Hr 24.18 per cubic meter.

The fourth category consists of other corporate entities, i.e. commercial enterprises that do not fall into the second category.

The heating tariff for this category rose by Hr 12.97 per square meter or 3.41-fold to Hr 18.35 per square meter of heated area during the heating season; the charge for supply of hot water and removal of sewage rose by Hr 47.65 per cubic meter or 3.88-fold to Hr 64.22 per cubic meter; the charge for supply of cold water and removal of sewage rose by Hr 18.57 per cubic meter or 5.13-fold to Hr 23.07 per cubic meter.

As Ukrainian News earlier reported, a decree that President Viktor Yuschenko issued on Oct. 20 canceled the Kyiv municipal administration's directives that increased the rates of utility services for commercial entities.
