All chemical and coking plants in Luhansk and Donetsk oblasts were stalled as of Wednesday, Security & Defense Council spokesman Andriy Lysenko has said.

“The work of All Donbas-based chemical and coking plants has been suspended because of hostilities by terrorists and Russian mercenaries,” he said at a briefing on Wednesday.

He said that militants in Donetsk region had shelled the villages of Starobesheve, Novy Svit, Komsomolske, “as a result of which dozens of civilians were killed, private houses and local Pension Fund facilities were destroyed.”

There are no gas, water, or power supplies in the area, and fixed and mobile communications do not work.

“The systematic attacks, sabotage and subversive activities by the militants demonstrate that their goal is the complete destruction of infrastructure in Donbas. Russian mercenaries systematically shell industrial enterprises, public facilities, residential buildings, and bridges, destroying the region’s industrial capacity. Such actions are aimed at creating the picture of a humanitarian disaster in Luhansk and Donetsk regions,” Lysenko said.

Militants are also destroying coalmines, and most of miners have been sent on unpaid leave, he added.

What is more, illegal armed groups damaged the main gas pipeline in Stanychno-Luhansky district, leaving 15,000 local consumers without gas.
