You're reading: Russian government approves quotas for supply of Ukrainian pipes to Customs Union

The Russian government has approved a draft agreement on the regulation of supplies of some types of steel pipes from Ukraine to Russia, Belarus and Kazakhstan, which was drawn up by the Russian Economic Development Ministry.

The resolution has been published in the data bank of legal acts of Russia.

According to the document, from October 1 to December 31, 2011 Ukrainian producers can supply 18,000 tonnes of pipes to Belarus, 14,000 tonnes to Kazakhstan and up to 300,000 tonnes to Russia.

Antidumping duties are suspended, as Ukraine accepted voluntary limits on supplies of goods to the Customs Union.

The duties were introduced at the initiative of OJSC Vyksunsky Steel Mill, OJSC Volzhsky Pipe Works, Taganrog Steel Mill, OJSC Sinarsky Pipe Plant, OJSC Seversky Pipe Works, Chelyabinsk Pipe Rolling Works and OJSC Pervouralsky Novotrubny Works.

Russia introduced antidumping duties on imports of pipes from Ukraine on December 29, 2005 for five years, and later the duties were prolonged. A special zero duty was introduced for five pipe companies that are part of Interpipe now.

Earlier the quotas were approved under an agreement between the Ukrainian Economy Ministry and the Russian Economic Development Ministry. The new agreement foresees the participation of Belarus and Kazakhstan.

As reported, from July 1, 2011 some powers to conduct anti-dumping investigations and approve duties were transferred to the Customs Union’s commission.
