You're reading: Seaports to merge terminal of all forms of ownership

Seaport terminals are to be included in the borders of the closest seaport under the law on seaports as facilities adjacent to the water areas of operating seaports, the press service of the Infrastructure Ministry of Ukraine has reported.

The press service said that acting chairman of state enterprise
Administration of Seaports of Ukraine Yuriy Vaskov gave the information
at a meeting with journalists on July 30, 2013.

He said that from June 13, 2013, it is considered a seaport is a geographic notion in line with international practice.

“This is a territory with borders and water area where economic
entities of all the forms of ownership that carry out operations linked
to the servicing of vessels, cargos or product processing work,” he
said.

Vaskov also said that head of a seaport is a head of the branch of
Administration of Seaports of Ukraine, and his main task is to ensure
the functioning of a seaport, and the coordination of operation of
companies of all forms of ownership so they have equal access to port
infrastructure.

“The idea of the law on seaports of Ukraine foresees that any
terminal that handles cargo in international sea turnover should be
considered as a part of the geographical notion ‘seaport.’ Today,
private sea terminal of Nibulon, Nika-Tera, TIS, Avlita expressed their
desire to join the borders of the closest seaports,” reads the report,
citing Vaskov.

He also said that Administration of Seaports of Ukraine undertook the
function of seaports in the realization of infrastructure projects that
were started earlier. These are capital investments – the
reconstruction and creation of new facilities at Odesa, Yuzhny and
Feodosiya seaports. Dredging and repairs at Odesa port are underway.
Three projects are being realized at Yuzhny port. Excavation works are
being carried out at Berdiansk, Kerch and Dniester seaport.

Among the urgent tasks of Administration of Seaports of Ukraine is
the creation of a register of seaports and a register of waterside
facilities.

The Administration of Seaports of Ukraine was founded on June 13,
2012 under a law on seaports. The administration is the legal successor
of strategic facilities of infrastructure of Ukrainian seaports and it
is intended to create conditions for attracting private investors in the
port sector.
