The Ukraine National Initiatives to Enhance Reforms (UNITER) project, funded by the United States Agency for International Development (USAID) and implemented by Pact, is looking for an independent institution to assess the integrity of CHESNO campaign and provide independent certification and public statement on its funding sources, expenses and data management.
CHESNO campaign is a non-partisan non-governmental initiative launched by civic activists and members of the New Citizen Civic Platform, a coalition of the leading Ukrainian NGOs. The goal of CHESNO campaign is to enhance transparency and fairness of the upcoming parliamentary election in Ukraine and to promote accountability of the political parties and candidates. The assessment should cover the period of October 2011 - September 2012. Detailed terms of reference are available at uniter.org.ua.
Interested institutions should submit a letter of interest electronically by 2 P.M. (EET) September 24, 2012 to: ogupalo@pactworld.org, with "Tender for CHESNO Integrity Assessment" in the subject line.
The letter of interest should include the following:
· A proposed list of activities and preliminary schedule of work
· Qualifications of the contractor
· Draft budget
