Kyiv's new general layout plan foresees enlargement of green zones in public use almost by half, which is equal to 2,500 hectares more or up to 7,800 hectares overall. The creation of 44 new parks and 417 buffer parks, as well as 433 new mini-parks is planned within the project.

This is an official position of Chief Architect of Kyiv Serhiy Tselovalnyk regarding the capital’s new general layout.

“The claims that the new general layout destroys green zones are wrong! A city can’t destroy the dearest things it’s got – its green lungs,” Tselovalnyk said.

He added that approval of Kyiv’s new general layout is needed, as in the case of its adoption, the general layout, among other things, will become a main document for Verkhovna Rada to approve in accordance with the developed and almost confirmed plan for the capital’s borders.

“A unified project for development of Kyiv and adjacent administrative areas is planned to be developed as soon as possible,” Tselovalnyk added, and said that authority to make decision regarding specific disputed territories would be clearly defined.

In addition, the new general layout is based on historical-architectural plans, which will prevent chaotic development: high-rise constructions will be completely banned in Kyiv’s historical center and in zones with architectural monuments and place of historical interest.

At the same time investors will be able to realize innovative projects, build cultural and business complexes, new residential complexes on lands of public utility, industrial and agricultural companies.

“The efficiency of territory’s use will increase by means of internal territories specifically allocated for this [purpose] (territories of abandoned plants, waste grounds, etc.), which will function in a new way,” he said.

According to Tselovalnyk, the capital will be more space effective.

“However, it doesn’t mean that new high-rise buildings or business complexes will appear near (residential) buildings. These are merely rumors,” he said.

According to the chief architect, Kyiv’s new general layout is socially focused; as for the first time Kyiv citizens took part in discussion of the project. Public hearing regarding the document resulted in over one thousand recommendations and suggestions that were mostly taken into account. Public professional experts also took part in the project’s consideration.

“The approved Kyiv general layout plan will open a way to improve investment climate and increase cash inflow in city budget. We will get a document that will define the direction of the city’s development for years to come, and more importantly – (it will) thwart the criminal intentions of certain developers and make the environment in the city (better) for Kyiv citizens,” he said.
