Oleksandr Popov, the head of the Kyiv City State Administration, denied plans to use force to liberate the administration's building from opposition demonstrators.

“I am absolutely sure and will do all I can to make sure that we
avoid any violent conflict in liberating the Kyiv City State
Administration building,” Popov told journalists on Wednesday.

Negotiators have been appointed to talk with the protest organizers
to settle the problem, Popov said. “I think we will reach a certain
compromise in resolving the issue in the near future. But this is above
all a conflict issue as concerns the building’s unlawful seizure,” Popov
said.

The Kyiv mayor said he personally witnessed the building’s seizure on
December 1. “Unlawful actions were committed, and the building was
forcibly seized,” Popov said.

A criminal case has been opened into the incident, he said.
