Head of Kyiv City State Administration Oleksandr Popov has initiated the holding of mass public hearings to discuss the plans for the restoration of Hostynny Dvir (Hospitality Court, a historic building) in Kyiv.

“Hostynny Dvir is an urban development monument of Kyiv. It means that city community, first of all, could and must determine its fate,” the press service of Kyiv City State Administration quotes him as saying.

However he said that to prevent the destruction of the building it is necessary to conduct the restoration work as soon as possible, but that they have to retain the historical value of the facility, as well as the cultural space that has formed in and around it.

Popov said experts, people’s and city deputies, Kyiv public and cultural activists and organizations should also participate in the discussions.

According to Kyiv City State Administration, on October 30, 2012, the main department on cultural heritage protection of Kyiv City State Administration sent to the Culture Ministry accounting records to resolve the issue of the inclusion of the complex of buildings located on Kontraktova Square in the state register as an urban development monument of the local significance.

Hostynny Dvir was included in this complex. Under an order of December 21, 2012, the culture Ministry recognized the Kontraktova Square complex to be a monument and put it on the State register. Hostynny Dvir also acquired a legal status of an urban development monument. In general, 30 buildings have been included in this complex, of which six are monuments of national significance, ten have local importance, and three have recently been declared facilities.

In general from 2005 to 2012, Kyiv City State Administration prepared and submitted for consideration by the Culture Ministry 905 sets of accounting records on the inclusion of the corresponding facilities into the state register of immovable monuments of Ukraine, of which 720 submissions have already been approved.
