Council of Europe (CoE) observers have described the voting process in the local elections in Ukraine on Oct. 31 as calm, an official rapporteur of the delegation of CoE observers, Nigel Mermagen, said at a press conference in Kyiv on Monday.
"In general the elections were conducted in a calm and peaceful atmosphere," he said.
He noted that organizational weaknesses had been reported in some regions, in particular, some polling stations opened late and there were not enough voting booths, which had resulted in queues.
Mermagen also said that no conditions had been created at polling stations for people with disabilities.
"This is a problem that must be resolved by the state," he said.
