Expert: Tigipko to be responsible for all unpopular reforms

Administrative reform is a demonstration of the internal competition going on among groups within the entourage of Ukrainian President Viktor Yanukovych, Deputy Head of the Situations Modelling Agency Oleksiy Holobutsky has said.. According to the expert, Vice Premier and Social Policy Minister Sergiy Tigipko will be responsible for all unpopular reforms.

"Sergiy Tigipko has been appointed to take responsibility for unpopular reforms in the government. It is he who will have to collect all the electoral negatives, shielding the president from blows. At the same time, the main conclusion that can be made as a result of this reshuffle is that groups with authorities in the entourage of President Yanukovych have made an attempt to weaken the powers of Prime Minister Azarov. In addition, society again became an eyewitness to the realization of the principle of the equidistance of the president: Yanukovych tried to take into account the interests of all groups with power in this reform, by getting rid of weak links in his team," the agency's press service cited Holobutsky as saying on Friday.

At the same time, according to him, it is difficult to describe such a staff reshuffle as true administrative reform.
