The head of the parliamentary committee for pensioners, veterans and disabled people, Valeriy Sushkevych, has said that the introduction of the second level of the pension system from January 1, 2013 is still hardly possible.

"The experience of countries that started to introduce the second level shows that the introduction of the second level will not be possible… until order is brought to the banking system, there is proper regulation of the stock market, [and] there is a reliable tool of investment," he said at parliamentary hearings entitled "The State of the Implementation of Pension Reform and Ways to Improve It" in Kyiv on Wednesday.

According to him, neither the economy nor the real financial sphere of Ukraine is fully ready even "to approach the introduction of this system"

Sushkevych also pointed out that for the stabilization of the Ukrainian Pension Fund, first of all, salaries have to be brought out of shadows.

The issue of payment of arrears of wages also must be resolved, as this is one of the resources for the stabilization of the Pension Fund, Sushkevych added.
