Ukrainian Deputy Prime Minister and Social Policy Minister Sergiy Tigipko has said he believes that Ukraine lacks professional politicians.

"I think that, first and foremost, Ukraine lacks professional politicians. Here, as they say, 'a fish rots from the head down.' This concerns both the government and the opposition," he wrote on his page on Facebook, while communicating with users on Thursday, Aug. 23.

"There's a lot of populism. There's little understanding of what to do in economics, the social sphere, culture and education," Tigipko said.

It is not professional politicians that are needed. We have that class here in USA and it leads to term limits and recall petitions. Generally speaking, they may be an endangered species.
All you need is honest people that care about their country and one effective and complete round of lustration. Think Estonia...
And, if Tigipko replaced Yanukovic would anything change?

First reform the electoral system. By creating 40 or 90 local electorates with each electorate electing either 9 or 5 members of parliament respectively using a system of preferential proportional representation. Such a model was recommended by the Venice Commission. It would facility direct local input whilst providing democratic representation. Remve power from the office of the present and embrace a full democract if parliamentary system of self governance
