Leader of the Batkivschyna Party Yulia Tymoshenko has said that administrative reform in Ukraine is "settling political scores."

"I would fully support a real administrative reform in Ukraine. [But] there are no doubts that if you just open the national budget for 2011, you will see that expenditures on administrative staff were increased by almost four times. What administrative reform we are speaking about?” Tymoshenko told reporters on Monday.

"I believe that this administrative reform had another goal: first of all, I believe that it was the most important for them – they appointed the heads of cash flows in the country. They also removed any double management of cash flows from the side of various clans, and clearly distributed possibilities. As a matter of fact, the reappointments in the cabinet were done with this aim," Tymoshenko said.

According to Tymoshenko, secondly, the government "is starting to redistribute financial resources for the law enforcement structures, the administrative agencies of the government, removing them from social programs."
