The Verkhovna Rada, Ukraine's parliament, has adopted a bill on the parliamentary opposition at first reading.

The initiative to adopt such a bill without debate was put forward by
Parliament Speaker and Acting President Oleksandr Turchynov. He
explained such a move by the need for a compromise in parliament for the
adoption of important laws to overcome the crisis.

During a repeat vote, the bill on the parliamentary opposition,
authored by Regions Party MPs Vadym Novinsky, Yevhen Heller and Valeriy
Pysarenko, was supported by 233 lawmakers.

The bill states that the need to adopt the document is stipulated by
the reinstated effect of certain provisions of the Constitution of
Ukraine of 2004, in connection with the adoption of the law on resuming
the effect of certain provisions of the Constitution of Ukraine of
February 21, 2014, which foresees a parliamentary-presidential form of
government in Ukraine, including the increasing influence of parliament
on the formation and activities of the Cabinet of Ministers of Ukraine.
