Which standard? There is no offal standard. Democracy is based on representative Governmnent. The MMP system adopted by Ukraine is unrepresentative. the dual split mandate where half of the single chamber parliament is elected by proportional representation and the other bald by single member first-past-post voting system will create divisions in the representative model. First-past-the-post voting is itself undemocratic and unrepresentative. A candidate with the highest votes is elected. A candidate can win a seat in parliament with less than 50% support and as little as 30%. With large sectors of the population not supporting the winning candidate.
