Ukrainian President Viktor Yanukovych has signed a decree on measures to support local executive agencies by strengthening the role of the local authorities through providing them with the resources and authority to carry out their duties.

A corresponding decree has been posted on the Web site of the head of state.

Strengthening the role of local state administrations, the president
warned the heads of local state administrations of their personal
responsibility for ensuring the proper implementation of executive power
by local administrations in the regions and districts, and the cities
of Kyiv and Sevastopol. The president said he was settling a very
urgent, difficult problem created by gaps in the legislation in the
sphere of relations between the central and regional authorities.

The resolving of these issues will significantly increase the
effectiveness of implementing programs for the development of each
region, help local authorities more efficiently, taking into account the
specifics of each region, plan their work and implement state policy.
The president in such a way consolidated local administrations and
territorial bodies in resolving the problems of regional communities.

According to the decree, the president instructed the Cabinet of
Ministers in three months to prepare and submit to the president a draft
bill on amending certain legislative acts for further submission to the
Verkhovna Rada for consideration
