RIGA, Latvia (AP) — Latvian voters have resoundingly rejected a proposal to make Russian the Baltic state's second national language.
With 50 percent of votes counted, nearly 78 percent of votes cast in Saturday’s referendum were against changing the constitution to give the Russian language national status.
