NEW YORK - NATO must present an account to the UN Security Council regarding how it fulfilled its Libya mandate, said Russian Foreign Minister Sergei Lavrov.

"The organizations or countries that assume the responsibility to implement the mandate, issued by the UN Security Council, must provide an exhaustive account to the Security Council on their activities," he told the UN Security Council on Monday.

"This refers to NATO, which volunteered to enforce the no-fly regime over Libya, but in fact launched massive air strikes," the Russian foreign minister said.
