MOSCOW - The police in Moscow arrested the anticorruption crusader and political opposition leader Aleksei A. Navalny on Dec. 30 for joining an unauthorized, antigovernment rally, just hours after a Moscow court had given him a suspended sentence on criminal fraud charges.
