All Russians, regardless of their place of residence, should have equal opportunities and no one has a right to encroach on citizens' rights, Russian President Vladimir Putin said.

“Supremacy of the Constitution and unity of economic and legal space should be ensured on the entire territory of Russia,” Putin said, adding that the federal standards outlined in the Constitution are “inviolable.”

“No one has a right to violate laws and encroach on citizens’ rights. It is important that all Russians, regardless of their place of residence, should have equal rights and equal opportunities. It’s a foundation of a democratic system,” he said.

All components of public administration should work as one whole in a comprehensive and systemic way, he said, adding that local authorities should be reinforced.

“The strengthening of Russian statehood should be promoted by the increase of the effectiveness of the work of the judicial system, prosecutors, and supervisory bodies,” he said.

Putin also said Russia’s socio-economic development should be stable and balanced. “It is vital to take into account the territorial and regional factor. We need to ensure rapid development of strategic regions, including the Far East and other territories,” the president said.

At the same time, Putin called for a reduction of the gaps between the Russian regions as regards the economics and quality of life.
