SOCHI - Russian President Vladimir Putin has said that a new strategic command in the country's Arctic region will start operating at the Northern Fleet base from Dec. 1, 2014, as part of decisions to improve the structure of the Russian Armed Forces.

“The new joint strategic command in the Arctic zone is due to begin operating at the Northern Fleet base as of Dec. 1 this year,” Putin said at a meeting which focused on defense-industry issues on Nov. 24.
